Brian Heder is a long-time drug runner in the Leonida Keys and the man Jason Duval works for. He is also Jason's landlord, and that arrangement is the clearest picture the game has given so far of where Jason stands when the story begins: housed, employed and indebted to someone else's operation.
Who he is
Brian is an older smuggler from what Rockstar frames as the golden age of running drugs through the Keys. He does business out of a boat yard and marina, and he runs the operation together with his wife, Lori. These days he keeps his distance from clients and hands the hands-on work to the people around him, among them Jason and Cal Hampton.
Why he matters to Jason
Brian lets Jason live in one of his properties in return for help with local shakedowns. It is a small detail with a lot of weight: Jason's home depends on staying useful to Brian. What is confirmed and what is not
Confirmed: his history as a drug runner in the Keys, the boat yard, his partnership with Lori, Jason living in his property and working for him, and Cal working for him too. Not confirmed: whether Brian stays an ally, turns into an obstacle, or how long he remains part of the story.
Who plays Brian Heder?
Brian is voiced by Stephen Root, the character actor known for King of the Hill and Office Space. Early coverage only said Brian sounded like him; the casting was later reported as confirmed.
